Non-communicable diseases investment case in Tajikistan


RHC provides support to the World Health Organization-led United Nations Interagency Task Force on the Prevention and Control of Non-communicable Diseases (NCDs) and the United Nations Development Programme in formulating the NCDs investment case for Tajikistan.


This investment case will quantify the social and economic burden associated with cardiovascular diseases, diabetes, chronic respiratory diseases, cancer, and NCD risk factors such as tobacco use, unhealthy diets, harmful alcohol consumption, and physical inactivity. It will assess the impact of these factors on both the health sector and the national economy, as well as the benefits of implementing scaled-up interventions. The analysis includes a return on investment (ROI) assessment, comparing current costs with the projected health and economic returns from a set of cost-effective interventions over five, ten, and twenty-year periods.


The investment case utilizes the WHO-led OneHealth Tool and the UNDP’s methodology for conducting institutional context analyses. This process will involve an evaluation of the current national health system to identify the most appropriate and feasible mechanisms for scaling up interventions. Additionally, the role of non-health sectors in contributing to the NCD agenda will be emphasized throughout the analysis.


Ultimately, the investment case will function as an advocacy tool, providing quantified evidence of the long-term health, social, and economic benefits of investment.
